Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. And while money initially moved into stocks in the morning, capital moved out of safe-haven assets. And despite being one of the world's most popular tech companies, Telegram reportedly has only about 30 employees who defer to Durov for most major decisions about the platform. It is unclear who runs the account, although Russia's official Ministry of Foreign Affairs Twitter account promoted the Telegram channel on Saturday and claimed it was operated by "a group of experts & journalists."
