This is Almas. He's a daroughe.

"Daroughe" is an old expression in late Persian culture since the Mongolian invasion (1219_1258 a.d).
Throughout history, daroughes were judges, juries, and executioners.
In historical texts, their uniforms were described as "Crimson, with weapons and leather boots".

Almas is the highest ranking daroughe in New-Tehran. And his wings have nothing to do with him flying or being an angel.
