Но тут же пошли сообщения от губернаторов, что у нас то в регионе все спокойно, никаких элементов ВП вводиться не будет.
Во-первых, что в этих условиях сложится в голове у обывателя?
Во-вторых, может сложится ощущение, что губернаторы как будто ждут, что полноценное ВП придется вводить и у них в регионах.
