Повышения расходов Европы на оборону добивался в первую очередь Дональд Трамп. Единственным исключением стала Испания — ранее власти страны назвали план неразумным, сославшись на свои социальные расходы.
В своей речи Рютте также заявил о «необратимости» пути Украины в НАТО, однако в декларации саммита это не упоминается.
