На фоне разговоров о том, что у тероризма нет национальности, религии и прочего, хочу обратить внимание на следующее. Если в системе отсутствуют бреши, через которые могут пролезть паразиты, потом не возникает необходимости выяснять, кто они, откуда и как с ними бороться.
Поэтому выход один - оттачивание миграционной политики и системы учёта иностранных работников. В этом направлении мы предлагали целый набор действенных инструментов. Можно и нужно задействовать их по одному или все разом:
