🔹در ابتدا تصویر گرفته شده از طریق دوربین‌های شهری باید با پایگاه داده‌ای اشخاص حقیقی که متولی آن ثبت احوال است تطبیق داده شود تا مشخص شود این تصویر متعلق به چه کسی است و پس از آن کد ملی شخص با شماره تلفن همراه وی از طریق سامانه «شاهکار» تطبیق داده شود و در نهایت در اختیار سازمان ارسال کننده پیامک قرار گیرد و پیامک از طریق اپراتور ارسال شود.
