Должность заместителя губернатора по внутренней политике Псковской области оставалась вакантной с конца декабря 2019 года, ранее этот пост занимал Николай Цветков, который ушел в отставку.
Александр Серавин родился 24 мая 1976 года. Выпускник кафедры политической психологии Санкт-Петербургского государственного университета, политтехнолог.
