Подведены итоги дополнительных выборов депутата Законодательного собрания Севастополя второго созыва по одномандатному округу №1.

Победил кандидат от партии «Единая Россия» - Павел Викторович Харламов. За его кандидатуру отдали голоса 53.89% балаклавцев, пришедших на избирательные участки.

Считаю такой результат - закономерным. Павел Харламов один из самых активных волонтёров штаба «Мы вместе. Севастополь», помогал людям во время пандемии, а когда началась специальная военная операция - он одним из первых поехал помогать налаживать жизнь на освобождённых территориях.

Поздравляю и желаю плодотворной работы на благо Севастополя и балаклавцев!

Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. "There is a significant risk of insider threat or hacking of Telegram systems that could expose all of these chats to the Russian government," said Eva Galperin with the Electronic Frontier Foundation, which has called for Telegram to improve its privacy practices. Channels are not fully encrypted, end-to-end. All communications on a Telegram channel can be seen by anyone on the channel and are also visible to Telegram. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. But because group chats and the channel features are not end-to-end encrypted, Galperin said user privacy is potentially under threat.
