В Ростовской области за последние 8 лет на благоустройство общественных пространств выделили из бюджета более 12 млрд рублей. Большая часть денег была выделена из федерального бюджета в рамках программы «Формирования комфортной среды». Однако очень часто все заканчивалось скандалами. Так, в итоге в тюрьме оказался экс-министр ЖКХ Ростовской области Андрей Майер, а ремонты парков в Ростове («Собино», «Дружба», «Первая миля») пришлось делать за счет местного бюджета, так как были нарушены все сроки. Была в регионе и масштабная программа благоустройства дворовых территорий, которая из хорошего начинания в итоге превратилась в "непойми что".
