На эту должность выдвинули Андрея Хапочкина. С 2006 года он является депутатомОблдумы, возглавлял комитет по спорту, туризму и молодежной политике, был председателем островного парламента 7 созыва.
Депутаты единогласно поддержали решение комитета. Вопрос вынесен на заседание областной думы 6 октября с рекомендацией наделить полномочиями сенатора Андрея Хапочкина.
Сейчас представителем от законодательного органа Сахалинской области в Совфеде является Юрий Архаров, однако срок его полномочий истек в сентябре. Этим и объясняется необходимость избрания нового сенатора.
