Акт (закон) о Народном Самоуправлении был написан на базе закона №131 "Об общих принципах организации местного самоуправления". Из нововведений: Ввести понятие «обособленной территории», на которой возможно общественное самоуправление; Убрать понятие «города федерального значения».
