Отмечается, что «за» поправки проголосовали 93 депутата, «против» были семь членов парламента, все они — члены центристской фракции. Для того, чтобы реформа была принята, было необходимо набрать 81 голос.
По данным на 1 ноября 2024 года, в Эстонии проживали 78 623 гражданина России, 2 667 граждан Беларуси и 60 517 «неграждан», имеющих действительные разрешения на проживание и вид на жительство.
