Чтоб работа шла, дела передавались. А то что происходит - это бегство от слабого управленца, чтоб не влипнуть, в какую историю. Человек не понимает основ хозяйственной деятельности, гос и Мун службы. Да даже документооборота. Вот и бегут чиновники, а те что то сбежать не может, ибо некуда, им завидуют, и ишут себе места.
