Фактически это легализация теневой вертикали диаспор, открытая передача им власти и влияния на законопроекты и жизнь страны. При том, что такой же совещательный орган для русских, разумеется, не предусмотрен. У меня слов нет, чтобы комментировать без обсценной лексики.
