Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting. Standard conversations use the MTProto method, enabling server-client encryption but with them stored on the server for ease-of-access. It has also said investors should exercise utmost caution while taking investment decisions while dealing in the securities market. However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors.
