🔸 مهمترین کارکرد خلا عملکرد این است که می تواند به کاهش برداشت آب و سازگاری به کم آبی کمک کند. در کشور به دلیل اضافه برداشت آب (عمدتا برای مصارف کشاورزی) از منابع زیرزمینی و سطحی، بسیاری از تالابها، دریاچه ها و رودخانه های خود را از دست داده و می دهیم. این اضافه برداشت از طریق فرونشست زمین، تشدید فرسایش خاک، تضعیف پوشش های گیاهی و زیستگاه های طبیعی، توفان های گرد و غبار، بیابانی شدن، زوال و نابودی تنوع زیستی با تاخیر به سیستم های کشاورزی باز می گردد و موجب تخریب آنها خواهد شد. بنابراین، کاهش برداشت آب برای کشاورزی یک ضرورت است و باید از طریق کاهش سطح زیر کشت آبی در کشور (40 تا 50 درصد کاهش) دنبال شود. ولی کاهش سطح زیر کشت کاهش تولیدات کشاورزی را به دنبال خواهد داشت که رفع خلا عملکرد می تواند این کاهش را تا حد قابل توجهی جبران کند.
