Действующая процедура согласования заявок устроена так, что общины не могут сформировать свои реальные требования в части заявляемого к вылову объема. На момент предоставления заявок в Росрыболовство общины не обладают даже предположительной информацией о том, какие объемы будут определены к вылову комиссией. При этом они не могут и получать дополнительные объемы ВБР при увеличении рекомендованных объемов вылова. @Ribfront

Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting. Standard conversations use the MTProto method, enabling server-client encryption but with them stored on the server for ease-of-access. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. This ability to mix the public and the private, as well as the ability to use bots to engage with users has proved to be problematic. In early 2021, a database selling phone numbers pulled from Facebook was selling numbers for $20 per lookup. Similarly, security researchers found a network of deepfake bots on the platform that were generating images of people submitted by users to create non-consensual imagery, some of which involved children. Sebi said data, emails and other documents are being retrieved from the seized devices and detailed investigation is in progress.
