Они координируются, вербуют сторонников, в т.ч. и принадлежащих к другим национальностям, практически не "исправляются", а напротив - радикализируются. Может быть пора их отделить от других заключенных и задержанных, поместив в специально созданные учреждения исполнения наказаний с особыми условиями безопасности?
