Некоторое несовпадение деклараций и действий. Но это только на первый взгляд. Потому что нужно и всё время заявлять, что стремишься к миру, и не допустить его...

Соответственно, потужный намеренно тормозит переговоры о мире, чтобы остаться у власти, да и вообще остаться.
