С 1927 по 1939 год Симуков возглавлял географический отдел при Академии наук Монголии и создал первые карты и атласы страны. Он в совершенстве овладел монгольским языком и писал научные труды напрямую на нём. Его предложения и исследования — в области охраны лесов, размещения новых аймаков, климатического районирования и других — стали основой для развития Монголии.
