Самсонов – выпускник Рязанского радиотехнического университета. Работал в «Рязаньэнерго», РГРЭС, Россетях Московской области и, как отметил мэр Виталий Артёмов, знает коммунальную инфраструктуру города, не только видит проблемы, но и понимает, как их решить.
