قال الرافعي (تـ٦٢٣ هـ): «وربما تَلْتبسُ على المبتدئين والمُتبلِّدين أمورٌ من الكتاب، فيَطمعون في اشتمال هذا الشرح على ما يشفيهم ولا يظفرون به، فليعلموا أن السبب فيه أن تلك المواضع لا تستحقُّ شرحًا يُودَعُ بطونَ الأوراق، والقصورُ في أفهامهم، فدواؤهم الرجوع إلى مَن يُوقِفُهم على ما يطلبون».

These entities are reportedly operating nine Telegram channels with more than five million subscribers to whom they were making recommendations on selected listed scrips. Such recommendations induced the investors to deal in the said scrips, thereby creating artificial volume and price rise. In the past, it was noticed that through bulk SMSes, investors were induced to invest in or purchase the stocks of certain listed companies. "The result is on this photo: fiery 'greetings' to the invaders," the Security Service of Ukraine wrote alongside a photo showing several military vehicles among plumes of black smoke. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. In view of this, the regulator has cautioned investors not to rely on such investment tips / advice received through social media platforms. It has also said investors should exercise utmost caution while taking investment decisions while dealing in the securities market.
