💬 Dear colleagues,
The direct negotiations with the Ukrainian side, held on the initiative of the President of Russia, have just concluded.
In general, we are satisfied with the outcome and are ready to continue contacts.
This is what we agreed on:
1. In the coming days there will be a large-scale exchange of prisoners of war — 1,000 for 1,000.
2. The Ukrainian side has requested direct talks between the heads of state. We have taken notice of this request.
3. We agreed that each side would present its vision of a possible future ceasefire. This will be outlined in detail.
Once this vision has been presented, we believe it would be appropriate, as also agreed, to continue our negotiations.

The message was not authentic, with the real Zelenskiy soon denying the claim on his official Telegram channel, but the incident highlighted a major problem: disinformation quickly spreads unchecked on the encrypted app. Official government accounts have also spread fake fact checks. An official Twitter account for the Russia diplomatic mission in Geneva shared a fake debunking video claiming without evidence that "Western and Ukrainian media are creating thousands of fake news on Russia every day." The video, which has amassed almost 30,000 views, offered a "how-to" spot misinformation. Two days after Russia invaded Ukraine, an account on the Telegram messaging platform posing as President Volodymyr Zelenskiy urged his armed forces to surrender. At this point, however, Durov had already been working on Telegram with his brother, and further planned a mobile-first social network with an explicit focus on anti-censorship. Later in April, he told TechCrunch that he had left Russia and had “no plans to go back,” saying that the nation was currently “incompatible with internet business at the moment.” He added later that he was looking for a country that matched his libertarian ideals to base his next startup.
