Пробежался по тексту. Не увидел, за чей счет банкет. Кто будет возмещать кредитору (банк) прекращенный долг?
Судя по всему, бюджет это делать не будет. Следовательно, банки эти убытки переложат на других заемщиков и заложат в повышенные ставки по кредитам.
В новостях также пишут, что в похожем порядке будут «списаны» долги по ЖКХ.
Следовательно, коммунальные компании тоже заложат эти убытки в тарифы.
PS. Хороший вопрос, насколько это конституционно - давать благо одним частным лицам за счет других частных лиц. Правда, банки почти все государственные сейчас. Частные лица они с довольно большой условностью.
