Если вы живете в Штатах, то вы можете писать письма сенаторам и конгрессменам независимо от гражданства и статуса, так как эти представители представляют всех живущих на территории штата/округа, а не только тех, кто за них голосует или вообще имеет право голоса.

О чем писать? Можно просить какую-то помощь, например, офис сенатора может пнуть какое-то ведомство рассмотреть вопрос побыстрее. Ну и люди пишут по любым вопросам, которые их волнуют. Просто делятся своим мнением.
