Раньше скобки в номерах писали, чтобы обозначить опциональную часть. Если ты живешь в Мухосранске, то другим жителям Мухосранска можно звонить без кода, а все из других городов должны были код набирать.
Сегодня если у тебя номер с кодом 903, ты не можешь позвонить другому абоненту с кодом 903 не набирая код 903. Поэтому скобки нахуй не нужны.
Правильно сегодня писать так: +7 123 456-78-90 или +7-123-456-78-90.

Similarly, security researchers found a network of deepfake bots on the platform that were generating images of people submitted by users to create non-consensual imagery, some of which involved children. On Feb. 27, however, he admitted from his Russian-language account that "Telegram channels are increasingly becoming a source of unverified information related to Ukrainian events." Telegram boasts 500 million users, who share information individually and in groups in relative security. But Telegram's use as a one-way broadcast channel — which followers can join but not reply to — means content from inauthentic accounts can easily reach large, captive and eager audiences. Additionally, investors are often instructed to deposit monies into personal bank accounts of individuals who claim to represent a legitimate entity, and/or into an unrelated corporate account. To lend credence and to lure unsuspecting victims, perpetrators usually claim that their entity and/or the investment schemes are approved by financial authorities.
