سپاه پیش از این موشکهایی را در زیر زمین اسمبل میکرده است. اما مساله اصلی بخش تولید سوخت و گرین و ریخته گری آن است که فرآیندی خطرناک است که سعی میشود در تاسیسات روی زمین صورت گیرد تا اگر نقص ایمنی رخ داد خسارات و تلفات کنترل شده باشد. مثلا به تاسیسات شاهرود سپاه و خجیر وزارت دفاع نگاه کنیم کنار سوله خاکریز زده شده تا در صورت انفجار، آسیبها به بخشهای دیگر تاسیسات کم باشد. اما به نظر ج.ا مجبور بشود که با سخت گیری های ایمنی بیشتر و استانداردهای صنعتی بسی سخت گیرانه تر فرآیندها را به زیر زمین ببرد.
