Garcia, Honorary Consul of Russia in Cebu, Ms. Zinaida Potapurchchenko, professor of the Russian Center in Cebu, and representatives of the “Filipinos in the Former Soviet Republics” association. The event was also attended by the leadership, faculty and students of the Universidad de Manila, Bulacan State University, New Era University, and other Philippine higher education institutions.

💬 In his welcoming speech, H.E. Marat Pavlov noted that language is one of the enduring bridges of friendship between countries and expressed gratitude to all those who contribute to the popularization of the Russian culture and Russian language in the archipelago.

💬 The conference's distinguished guest, Hon. Celia Feria, emphasized the central role of language as a tool for mutual understanding between the peoples of Russia and the Philippines and the readiness to further expand the cultural ties between our countries.

📖 The event participants discussed modern approaches to teaching Russian in the Philippines, educational programs available to Filipinos in Russia, and the expansion of academic contacts between universities of the two countries.

👥 The lecture prepared by Ms. Zinaida Potapurchenko about Alexander Pushkin, as well as the poems of the great Russian poet performed by Filipino students, were met with great interest. The audience also got acquainted with the exhibition dedicated to his works and with the paintings by the Russian artist Ms. Marina Khankova "The Fabulous Code of the Russian Soul".

🤝 The Embassy warmly thanks all the participants, lecturers and guests who took part in the first Conference dedicated to the Russian language, and intends to continue this tradition in the anniversary year for Russian-Philippine diplomatic relations in 2026.

"There is a significant risk of insider threat or hacking of Telegram systems that could expose all of these chats to the Russian government," said Eva Galperin with the Electronic Frontier Foundation, which has called for Telegram to improve its privacy practices. Some privacy experts say Telegram is not secure enough Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. VK is Russia’s equivalent of Facebook, a social network used for public and private messaging, audio and video sharing as well as online gaming. In January, SimpleWeb reported that VK was Russia’s fourth most-visited website, after Yandex, YouTube and Google’s Russian-language homepage. In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.” There was another possible development: Reuters also reported that Ukraine said that Belarus could soon join the invasion of Ukraine. However, the AFP, citing a Pentagon official, said the U.S. hasn’t yet seen evidence that Belarusian troops are in Ukraine. The S&P 500 fell 1.3% to 4,204.36, and the Dow Jones Industrial Average was down 0.7% to 32,943.33. The Dow posted a fifth straight weekly loss — its longest losing streak since 2019. The Nasdaq Composite tumbled 2.2% to 12,843.81. Though all three indexes opened in the green, stocks took a turn after a new report showed U.S. consumer sentiment deteriorated more than expected in early March as consumers' inflation expectations soared to the highest since 1981.
