بخش دوم: 🔹 متاسفانه برخلاف ادعای وزیر خارجه در هیچ جای این تفاهمنامه اجرای آن مقید به عدم اعمال رفتار خصمانه از سوی کشورهای اروپایی و آمریکا نشده است و لذا اجرایی شدن بند ماشه عملاً بار حقوقی تفاهمنامه را از بین نمی‌برد. البته گذاشتن قید طبق قانون مجلس در برخی از بندها امکان استنکاف ایران از اجرای بخشی از تعهدات را فراهم می‌کند.
🔹 مهمتر از متن می‌توان بر اهمیت فرامتن این توافق تکیه کرد که شکستن مجدد سد همکاری با آژانس بین المللی انرژی اتمی است. رفتار ایران در انعقاد تفاهمنامه عملاً این پیام را به کشورهای غربی منتقل خواهد کرد که حتی جنگ ۱۲ روزه نیز تغییر اساسی در رفتار و تعامل ایران با نهادهای وابسته به غرب ایجاد نخواهد کرد. این مسئله می‌تواند در ارزیابی هزینه فایده هرگونه تجاوز در آینده به کشورمان کفه فایده را برای کشورهای غربی سنگین کند.
