Венгрия - член ЕС и НАТО. Они выдали ордер на арест президента России. Страна не имеет выхода к морю, лететь в неё придётся через другие страны... Они дадут коридор? Да и украинские ракеты до Будапешта добивают легко.
Предположу, что Владимиру Владимировичу хочется слетать в Европу. Однако сейчас этого лучше не делать. И встретиться в другом месте.

Unlike Silicon Valley giants such as Facebook and Twitter, which run very public anti-disinformation programs, Brooking said: "Telegram is famously lax or absent in its content moderation policy."
