This is not related to icons only - there are other UI elements that have big design flaws too. In Windows, interfaces avoided "too-transparent" backgrounds to keep high contrast. But when they did use them, the text had small highlight or a shadow for support making the text legible. IOS doesn't have that leading to predictably poor outcome."
