И хотя коллеги не видят в этом проблемы суверенности юстиции, но справедливо не приемлят иностранный флер конституции, хотелось бы придать дискуссии другой вектор.
Сегодня финансирование написания депутатских законопроектов по ТЗ не имеет нормальных легальных форм. Система госзаказа экспертно-аналитических исследований не позволяет привлечь юристов для того, чтобы за 4-5 млн написать нормальный законопроект.
В итоге почему иноагенты не чурались финансировать, а наши депутаты и сенаторы вынуждены заниматься популярным законотворчеством или становиться ведомственными лоббистами.
