Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. VK is Russia’s equivalent of Facebook, a social network used for public and private messaging, audio and video sharing as well as online gaming. In January, SimpleWeb reported that VK was Russia’s fourth most-visited website, after Yandex, YouTube and Google’s Russian-language homepage. In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.” There was another possible development: Reuters also reported that Ukraine said that Belarus could soon join the invasion of Ukraine. However, the AFP, citing a Pentagon official, said the U.S. hasn’t yet seen evidence that Belarusian troops are in Ukraine. In a message on his Telegram channel recently recounting the episode, Durov wrote: "I lost my company and my home, but would do it again – without hesitation." The channel appears to be part of the broader information war that has developed following Russia's invasion of Ukraine. The Kremlin has paid Russian TikTok influencers to push propaganda, according to a Vice News investigation, while ProPublica found that fake Russian fact check videos had been viewed over a million times on Telegram. Channels are not fully encrypted, end-to-end. All communications on a Telegram channel can be seen by anyone on the channel and are also visible to Telegram. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee.

大西北抗疫關注組武漢肺炎肆虐，政府至今未從源頭根治，留有深圳灣口岸及港珠澳大橋，亦未有足夠社區防疫措施，為整個香港尤其大西北公共衛生造成隱患，增加社區爆發風險。政府罔顧大西北及全港市民安危，本關注組要求政府回應以下訴求：

1. 立刻全面封關，從源頭阻隔病菌襲港
2. 整治關口交通，停止往來大陸運輸
3. 重設隔離診所，與民居保持距離
4. 儘快採購口罩，為基層居民提供保障
5. 全力支援醫護，回應工會罷工訴求

政府無能，市民自救。政府須盡公營機構責任為市民負責！五大訴求，缺一不可！
