Казахстан может принимать решения в рамках своей юрисдикции и в рамках своего членства в ОДКБ. Казахстану не нужны миротворцы, он обратился в ОДКБ за помощью от внешней агрессии. Как раз это задачи ОДКБ. Любое правительство имеет право приглашать миротворцев не спрашивая Совета Безопасности ООН. Это внутреннее дело стран-участниц договора. Законная власть страны в лице президента запросила помощь у ОДКБ, воспользовавшись своим правом на это, согласно устава и договора о безопасности.
