طبق بخشنامه ای که به دانشگاهها ابلاغ شده از انها خواسته شده است که با فرمت متحد وزارت بهداشت نسبت به اخذ تعهدات (سفته،ضمانت بانکی)دوره دستیاری اقدام کنند . علیرغم چنین بخشنامه هایی در برخی از دانشگاهها به صورت جزیره ای مدیرانی وجود دارند که نسبت به این موضوع گارد دارند.
