Рейтинг составлен на основе экспертного опроса, проведённого методом закрытого анкетирования. В исследовании приняли участие 24 эксперта — политологи, политтехнологи, медиаспециалисты и журналисты. По итогам марта глава Калмыкии получил 5,63 балла.

Pavel Durov even said that users should delete WhatsApp “unless you are cool with all of your photos and messages becoming public one day.” But Telegram can’t be described as a more-secure version of WhatsApp.
