دادگستری استان تهران به موضوع زمین خواری و حفظ اراضی ملی ورود کرده است. یکی از پرونده‌ها موضوع واگذاری ۱۵ هکتار از بهترین اراضی ملی در منطقهٔ موسوم به لالان در شمیرانات است.
در دهه‌های اخیر، یکی از مدیران دولتی دستور واگذاری ۱۵ هکتار از اراضی ملی در لالان را به یک شرکت وابسته به فردی چهره و مشهور صادر می‌کند.
این اراضی طی صلح‌نامهٔ رسمی به قیمت ۱۵ میلیون تومان و پس از اعمال تخفیف ۵۰ درصدی و مابقی به‌صورت اقساطی به شرکت مذکور واگذار می‌شود؛ که همین مبلغ نیز تاکنون پرداخت نشده است!
طبق گزارشات، اراضی واگذارشده در مناطق حفاظت‌شدهٔ محیط زیست بوده و امکان واگذاری آن وجود نداشته است.
واگذاری زمین‌ها با هدف اشتغال‌زایی بود که هیچ یک از شرایط اعلامی در واگذاری، رعایت نشده است. با اقدام قضایی ویلاها به نفع بیت‌المال بازمی‌گردد.
در حال حاضر این پرونده با موافقت رئیس قوه‌قضايیه و دستور تجویز رسیدگی مجدد در دیوان عالی کشور در حال رسیدگی است.
