🔸به گفته منابع دیپلماتیک، ۲۰ کشور عضو شورای حکام آژانس بین‌المللی به این قطعنامه رای مثبت دادند. همچنین دو کشور چین و روسیه با آن مخالفت کردند و ۱۲ کشور نیز رای ممتنع دادند.
