Xayrulla Muhammedjanovich 1976-yilda Toshkent viloyati O‘rta Chirchiq tumanida tug‘ilgan. Ma’lumoti — oliy. 1996-yilda Moskva tadbirkorlik va huquq institutini tamomlagan.
