⚡️ Statement by the Head of Delegation of the Russian Federation Vladimir Medinsky on the outcomes of Russian-Ukrainian negotiations in Istanbul (May 16, 2025)
💬 Dear colleagues,
The direct negotiations with the Ukrainian side, held on the initiative of the President of Russia, have just concluded.
In general, we are satisfied with the outcome and are ready to continue contacts.
This is what we agreed on:
1. In the coming days there will be a large-scale exchange of prisoners of war — 1,000 for 1,000.
2. The Ukrainian side has requested direct talks between the heads of state. We have taken notice of this request.
3. We agreed that each side would present its vision of a possible future ceasefire. This will be outlined in detail.
Once this vision has been presented, we believe it would be appropriate, as also agreed, to continue our negotiations.

Subsequently, control of the company was reportedly handed to oligarchs Alisher Usmanov and Igor Sechin, both allegedly close associates of Russian leader Vladimir Putin. "The result is on this photo: fiery 'greetings' to the invaders," the Security Service of Ukraine wrote alongside a photo showing several military vehicles among plumes of black smoke. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. Founder Pavel Durov says tech is meant to set you free In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Russia's intelligence agency had asked Durov to turn over the data of anti-Kremlin protesters. Durov refused to do so.
