Если вдруг человек возникал, то его тут же объявляли в СОЧ и заводили уголовку. Пока нашли 28 млн рублей неправомерно выписанных средств. Махинации с выплатами стали бичом армии, а институт «объявления в СОЧ» - легальной возможностью избавления от неугодных.
