This ability to mix the public and the private, as well as the ability to use bots to engage with users has proved to be problematic. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. This provided opportunity to their linked entities to offload their shares at higher prices and make significant profits at the cost of unsuspecting retail investors. The Russian invasion of Ukraine has been a driving force in markets for the past few weeks. Again, in contrast to Facebook, Google and Twitter, Telegram's founder Pavel Durov runs his company in relative secrecy from Dubai.
