Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." Lastly, the web previews of t.me links have been given a new look, adding chat backgrounds and design elements from the fully-features Telegram Web client. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. In the past, it was noticed that through bulk SMSes, investors were induced to invest in or purchase the stocks of certain listed companies.
