الحكم بما أنزل الله لا يقتصر على الحاكم فقط، بل كل مسلم يتحتم عليه أن يحكم بما أنزل الله في كل شأن من شئون حياته، بأن تكون كل أفعاله وأقواله وحركاته وسكناته محكومة بأمر الله، ومعروضة على كتاب الله وسنة رسوله صلى الله عليه وسلم، وبهذا يصير المسلم قد حكم بما أنزل الله فيرجى له بذلك النجاة من عذاب الله، أما الحاكم فالوعيد في حقه أشد والتبعة عليه أثقل؛ لأن حكمه لا يتوقف في تأثيره على خاصة نفسه، وإنما يتجاوزه إلى عامة من ولاه الله أمرهم.
