Вот тут предлагается такой же подход. Который со стороны, конечно, выглядит как очень общие и размытые формулировки. Но они и должны быть такими для стратегических "манифестов". Конкретика должна появляться только после конкретных кейсов.
Иначе рынок нейротеха России рискует попасть в ситуацию как с ГМО, когда "на всякий случай" "пока мы разберемся" убили целое направление технологий и попали в зависимость от зарубежных поставщиков.
