Часть I

❇️ 31-го октября в Санкт-Петербурге состоялась 27-ая сессия Северо-Евразийского Климатического Форума (СЕАКОФ), совмещенная с субнациональным семинаром под эгидой Экономической и социальной комиссии для Азии и Тихого океана ООН (ЭСКАТО) по медленно развивающимся стихийным бедствиям в регионе Центральной Азии.

✳️ Заседание проходило как параллельное мероприятия в рамках VIII Всероссийского объединенного метеорологического и гидрологического съезда.

🟢 Форум продолжил тематику съезда, связанную с инновационными решениями в области метеорологических и гидрологических наблюдений. С использованием согласованного прогноза ожидаемых климатических аномалий СЕАКОФ-27 и методологии ЭСКАТО были представлены прогнозы воздействия на сельское хозяйство, водные ресурсы и снижение риска бедствий для Северной Евразии, включая регион Центральной Азии.

"The result is on this photo: fiery 'greetings' to the invaders," the Security Service of Ukraine wrote alongside a photo showing several military vehicles among plumes of black smoke. At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. What distinguishes the app from competitors is its use of what's known as channels: Public or private feeds of photos and videos that can be set up by one person or an organization. The channels have become popular with on-the-ground journalists, aid workers and Ukrainian President Volodymyr Zelenskyy, who broadcasts on a Telegram channel. The channels can be followed by an unlimited number of people. Unlike Facebook, Twitter and other popular social networks, there is no advertising on Telegram and the flow of information is not driven by an algorithm. Ukrainian forces have since put up a strong resistance to the Russian troops amid the war that has left hundreds of Ukrainian civilians, including children, dead, according to the United Nations. Ukrainian and international officials have accused Russia of targeting civilian populations with shelling and bombardments. The last couple days have exemplified that uncertainty. On Thursday, news emerged that talks in Turkey between the Russia and Ukraine yielded no positive result. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides.
