معاون سرمایه انسانی سازمان اداری و استخدامی کشور توضیح داده است که قانون بودجه اجازه تفکیک این کمک هزینه ها از حداقل حکم کارگزینی را نمی‌دهد. به همین دلیل، سازمان لایحه افزایش امتیازات فصل دهم را به هیئت دولت ارائه داده است تا این افزایش حقوق به تصویب برسد.
