При осуществлении перевода ден.средств с использованием Сервиса Быстрых Платежей вполне допустим "ВНЕШНИЙ" ОПКЦ (Операционный и Платёжный Клиринговый Центр) (6). А с 02.08.2019 в №161-ФЗ в статье 15 добавлена часть 37.1, которая поясняет, что "Внешним" может так же быть "оператор ИНОСТРАННОЙ платежной системы".
