Жесткий, но очень справедливый. Личный пример мужества и отваги» — так его описывают подчиненные.
Он очень по-современному смотрел на боевые действия и очень рано понял, какие тектонические перемены несут с собой малые беспилотники (мавики, камикадзе и т.д.). Так, например, у 155 бригады ТОФ одной из первых появилась ударная рота БПЛА. Это только один из примеров: Гудков старался системно внедрять все новое, что появлялось для вооруженных сил.
Он регулярно заезжал в такие места, где не ожидаешь встретить генерала. Очень близко к переднему краю, особенно в начале освобождения Курской области.
