Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. The video, which has amassed almost 30,000 views, offered a "how-to" spot misinformation. Individual messages can be fully encrypted. But the user has to turn on that function. It's not automatic, as it is on Signal and WhatsApp.
